Paid Memberships Pro – Address For Free Levels

This Paid Memberships Pro add-on captures name and billing address fields when a member registers for a free level or when your site uses an offsite gateway, like PayPal Express, that collects no billing details. By default, PMPro collects billing addresses only for paid levels on onsite gateways such as Stripe.

There are no settings. Once you activate it, the fields appear on your checkout form and the details save in the order record, which you review under Memberships > Orders. Your site keeps this data for internal records and does not send it to the payment gateway.
